Major Responsibilities
• Own the full lifecycle of regulatory filings supporting the development program — construction permits, drilling permits, completions, workovers, production facility and pipeline applications, ROW grants, and well, facility, and pipeline abandonments and relinquishments
• Partner with leadership, operations, and technical teams to scope regulatory issues early and drive solutions
• Build and execute the programs, procedures, and training that drive a strong compliance culture across the organization
• Represent the regulatory function in development planning, AFE, and well/facility permitting reviews
• Serve as Ensign's primary point of contact with regulatory agencies — building productive working relationships to secure permits efficiently and resolve compliance issues directly
• Ensure full compliance with federal and state regulatory requirements across drilling, completion, and construction activities
• Manage all annual updates, renewals, and agency reports; proactively brief internal stakeholders on regulatory changes that affect operations
• Maintain a tracking system for all regulatory deadlines and filings, ensuring nothing slips
• Stay current on evolving U.S. onshore regulations and flag emerging risks to the business
• Develop and refine Ensign's internal regulatory standards, policies, and procedures
• Conduct periodic compliance audits to identify gaps and implement corrective action
• Own and maintain Ensign's regulatory compliance plans
• Travel to field locations as needed to support permitting, inspections, and agency interactions
• Conduct all work safely, legally, and in line with Ensign's HSE policies and applicable regulations
• Champion Ensign's Environmental, Social, and Governance (ESG) commitments in day-to-day operations
Education, Experience & Skills
• Bachelor's degree in engineering, environmental science, geology, or a related technical discipline
• 10+ years of regulatory and permitting experience supporting U.S. onshore drilling and production operations; Eagle Ford experience strongly preferred
• Deep working knowledge of federal and state permitting regulations governing onshore drilling, completions, and construction — including the Texas Railroad Commission framework
• Proven ability to lead complex regulatory analysis on novel or ambiguous issues, translate findings into practical resolutions, and drive them to closure with minimal oversight
